On May 5, 1985, the California Office of Emergency Services released it's first weekly bulletin, known as the RACES Bulletin. All of the 1985 bulletins were broadcast by and from the home of longtime State Chief RACES Radio Officer Marion Henson, W6NKR. The Governor's Office of Emergency Services headquarters did not yet have a RACES radio facility.
The 1985 bulletins were transmitted via W6NKR every Monday except holidays on 3545.6 kHz at 1900 at 15 wpm CW and at 1930 at 60 wpm and 100 wpm RTTY. There was no packet system at the time. As packet radio came online, the bulletins transitioned to that deliver system as well.
In 1996, it was decided that the RACES bulletins be named differently, and given a more neutral focus. To that end a new bulletin series was created, titled EMCOMM Bulletins.
The EMCOMM Bulletin was issued weekly through 2003, when they were suspended due to the author's health and other circumstances.
The 387 EMCOMM Bulletins, and 417 RACES Bulletins contain a great wealth of Emergency Communications/Response information.
When I broke my leg in 2003, I found that I had 6 months worth of free time. I used that time to gather the bulletins together, index them somewhat, and reformat them into a somewhat uniform look.
